There are alternatives to RegEx Commands (you could think of Perl as a humongous scripting addition). I only wish there were some alternative for StuffIt. :/

What about the StuffIt (Deluxe) command line tools?

Not free. I ain't got 'em, and neither do many other folks. Non-starter.
I cain't use what I ain't got. Don't even know if it would serve my needs.
Those needs being to successfully port my StuffNamer script to OS X.

Or did you mean a substitute for StuffIt itself? (Panther Finder zip?)

Well, see, that's the thing. Without StuffIt Commands, I am forced to use formats other than .sit[x]. (DropStuff is utterly braindead.)

Anyone got a script to create .dmg.gz files?
