No, and the options for setting how the folder displays its contents are
pretty limited too.

For greater flexibility, you might want to consider setting up your own
'folder stationery' by making a bunch of pre-configured empty folders. That,
at least, is what I have done, and it works well.

You won't be able to set custom icons on the fly (without some UI copying
and pasting in info windows) but you could set up folders with a range of
preselected custom icons signifying different types of content.

When that's done, all you need is a script that lets you enter a name for
your new folder and choose from a list of your templates, then duplicates
the chosen folder to the target of the Finder's front window and renames it.
