"Click" System Events command broken in Panther?

I can't seem to get any "click" commands to work with tell app "System Events". If I use it to click a radio button, for example, I can see the button highlight like it is being pressed, but the radio button never gets checked (or vice versa). Is anybody else seeing this? I'm running Mac OS X 10.3.1 with all the updates.
