Thanks to Mr Tea, Nigel, VRic and Graff for your suggestions, but none of them really work for what I am trying to do.

In the Finder Window (and the open dialog box), names with a single digit followed by a character sort before names with two digits which sort before names with three digits, etc. All of these sort before before anything that starts with characters.

It appears that the Finder is sorting Numerics sections and character sections separately and then doing a separate sort on each section.

I think trying to duplicate this for what I was trying to do is overkill. I have found another way to do what I am trying to do.
