Is there a way to check to see if a process is running?

Specifically, I want to know if the Classic environment is running
before I try to launch a OS9 application. A few times now, I've had
a script hang because Classic was not running. I'd like to check
first and launch it if it's not running.

As a side note, I've used a nifty utility for years call DOS2MAC
that flips a text file's line endings from Dos to Mac or Mac to Dos
based on the style of the original file. It's an old utility (1997),
handles drag and drop, and I've used it in scripts for a long time.
I'd like to replace it with a OS X application, but don't know of one.
Any ideas?
