Must be a problem with your setup. Works flawlessly for me with OS X 10.3.2
and Safari 1.1.1. BTW, you can report bugs to Apple at:
<https://bugreport.apple.com/cgi-bin/WebObjects/RadarWeb.woa>.

I would check out what app Launch Services has registered for the file:// protocol. If it's Finder, change it to Safari; that should solve the problem (although it might create a different one;)
