Applescript can script System Preference Panes by using GUI scripting
to access System Events. An overview of this is available at

http://www.apple.com/applescript/uiscripting/>. On that page there is
a link for UI Element Inspector. You will find that tool helpful as you
explore how to accomplish your goal.
There are examples of scripts that utilize System Events included with
your OS X install. You can find them in '/Library/Scripts/UI Element
Scripts' Two of these, Set Network Location.applescript and Set Output
Volume.applescript, specifically script System Preference Panes and
will give you a starting point.
