Have you tried the 'lp' call. Works for me on OS X 10.2.3. I think you might have to set up your target printers in Print Center by holding down the Option key while selecting "Add" in the Printer List window. Some "man" pages for 'lp' and 'lpstat' are available. Also check out <http://localhost:631> which is the CUPS printer management system.

Should have mentioned that when choosing "Add Printer" with the Option key down, there is an extra "Advanced" item in the popup. That's where you add printers accessible to CUPS.
