I just tried it, and could not duplicate your problem. It worked as expected.
So, thinking that there might be a problem if it were inside a tell wrapper, I put it inside a tell finder wrapper, and it still worked properly.

I do confirm that 'display dialog (path to me as string)' works fine in any case.

No known bug when a such applet is run from any folder of Mac OS X.
A possible bug/conflict with an installed user osax ('Scripting Addition') ?
