You didn't say what form you've saved the dictionary in. I find you can
save the dictionary by copying its text from Script Editor into a text
window in a text editor. Refer to it as required, in the text editor of
course. (Slightly harder to get the whole dictionary at a gulp with Script
Editor 2, as it does it in outline form, but you can copy the relevant bits
of text.) Obviously, then you'd script the text editor to open the file.

If I'm understanding this correctly, you want to script Script Editor? Only
possible with Script Editor 2 (if that), which is a beta and requires you
to download other stuff too first. If you're only just converting, I'd wait
a bit.

I *like* the idea of things being underneath something's scope. Sounds like
