Well, how would you paraphrase being told that any dictionary organization
issues can only be fixed by Cocoa?

Applescript dictionaries in Cocoa applications are plists that don't allow ordering of elements within a dictionary. When this is fixed, all Cocoa applications will have their dictionaries sorted as they desire.

It's unfortunate and annoying, but that's the way it is.
