I been using the Script Editor to open dictionaries...

tell application "Script Editor" to open alias "Macintosh HD:Applications:Mail.app:"

If you're in Apple's SE, just type:

open alias ":Applications:Mail.app:"

You get an implicit 'tell current application' block.
And for convenience, the HD's name is optional.
