I've been trying to create an AppleScript that will tell my remote
desktop machine to connect or disconnect from my dial-up ISP.

What I've done is to create two scripts, Connect and Disconnect, which reside on the remote machine and target Internet Connect. I then defined shell aliases on the remote machine, connect and disconnect, which are the commands "osascript /Path/to/Connect" and "osascript /Path/to/Disconnect". SSH into the remote machine, type "connect". Nice for serving up a dial-up account from a desktop through a wireless router to a laptop.
