For some reason, I am unable to run or compile System Events GUI
scripting. When attempting to check the syntax of the sample given by
Apple for do_menu, the terms "tell menu bar 1" is not recognized.
Script Editor 2.0 recognizes menu as an application keyword and bar as
a variable and subroutine name.

I am running 10.2.3 and have installed December's Developers' Tools.
How can I correct this so that I can run Apple's GUI scripting example?

May be this is the cause of your problem:
But did you enable "Enable access for assistive devices" in the PrefPane "Universal Access"?
