Just thought I'd pass this along in case it might help someone....

Apparently, if the file has no creator ID, the default application set
up to open files of that extension (e.g., .html) is used. Note that
this is not the same as the default browser selected in the internet
preferences.

So the workaround I am going to use (until Apple fixes the open
location command so that it works for local HTML files as well) is to
tell my users to one time:

1. Find a .html file in the Finder
2. Do a Show Info and go to "Open with Application"
3. Select the browser they want used and click on Change All

Thereafter, .html files whose creator ID has not been set should
always open with the selected browser.
