This is an odd problem I've found. I created a droplet for my friend, but
it didn't work. When he tried to open it, it looked like it was opening but
it never appeared in the dock or even bounced. We tried regular apps, stay
open apps -- he couldn't get anything to work. However, if he dragged an
app or any script into the Script Editor and clicked run he got the script
to work fine. I thought this was an odd problem, but couldn't figure out
why it was happening. We're both on the same system 10.2.3. Any ideas on
solving it?

Have you checked the "Ownership & Permissions" in the "Get information" Finder's window? Maybe your friend only owns a Read Only permission on your droplet.
