I've tried with three different versions of System Events and get the expected behaviour in all cases.

-- System Events 1.1.1:
tell application "Finder"
"" & container of application file id "CSOm"
end tell
--> "dx:Applications:Eudora Application Folder:"

and the same with other packages I've tried.
