As far as I know, all versions of OS X prior to 10.2 are without

folder actions.
I'm not convinced they exist in 10.2.6 either. :-\ A script to quiz
System Events' 'folder actions enabled' property returns 'true'. A script
to attach a script to a folder adds some raving to a file called
'com.apple.FolderActions.plist' in my Preferences folder. But performing
the relevant action on the folder doesn't run the script; there's no
apparent way to attach or detach actions manually; there's no apparent
way to enable or disable Folder Actions manually; and there's sod all
about folder actions in the "Help" files. Fortunately, I've never found
FA's useful anyway, but it's bemusing that people talk about them as
though they actually worked in X. Have I missed a trick somewhere?
