In addition to the suggested use of cron, you can use Script Timer.
Script Timer is a regular Macintosh application with a drag and drop
interface and not a unix utility. Setting up your schedule is very
easy - no arcane argument line to figure out and mess with, and you
don't need to make your script into an application like you do for
cron. Script Timer also has a built in log file that is trivial to
use, so you can easily keep track of what ran when.
Just click on the Shareware and Freeware button in the URL in my sig.

Anyhow, looking to launch an application in /Applications and then
every 2-4 hours quit and then relaunch it. It is a client that allows
me to use the NO-IP.com service and will update the NO-IP servers. It
is a beta (nothing but stable releases for OS X) and it works but tends
to just get confused at times.
