How to block all but allowed-list web sites?

I am trying to develop: something that
can block all but sites from an approved list.

For instance, a trucking company wants user sto be able to use mapquest and any subsites,but nothing else.

could applescript be adapted somehow for this?

If not super easy I am looking to hire someone on a contract basis to develop such a script
