Since this involves hooking into every application running on any machine,
it's way beyond AppleScript's ability. AppleScript tends to work the other
way around - telling any application to print, rather than detecting when
the app is printing.
Instead, consider something like MacAdministrator from HiResolution:
http://www.hi-resolution.com/products_admin_overview.html
It's designed for lab environments, giving the administrator control over
who can log in when, use which apps/resources, and record usage of
applications, printers, servers, etc.
