Fix Date Formatting - OSX (10.24)

Going NUTSO here... Nearly every time I reboot - my chosen date format
(MM-DD-YYYY) reverts to M/D/YY -- Weirdly, all the correct buttons etc
enabled in International Prefs pane (but display, even there screwed up)
GRRRRR?!!! a post on MacFixIt revealed I'm not alone, and unfortunately can
even occur on 10.2.6 so upgrade is not a solution.

Anyway -- I'm growing tired of fixing this daily -- does anyone know of way
to AppleScript this???
