Screen Reader with AppleScript

Hallo,

As I learnt today the screen reader "OutSpoken" from Alva Access Group will not be written for OSX.
This program however is vital for blind or visually impared people.

Of course, I know, tha in OSX a primitive screen reader is incorporated within the system. But this screen reader independent from the mouse.

As I am not a very experienced user of AppleScript, can anyone tell me, if it would be possible to write such an application with AppleScript? Or what other programming languages would be suitable for this purpose?
