Rules for leading colon

Can anyone explain the rules for including a leading colon (or not)
in a filename.

I have found that often it doesn't matter, but sometimes the leading
colon is required (when the file is on the startup disk). But, I just
discovered that FileMaker Pro chokes on:

open file ":Office:Office-Databases:Contacts"

but it works correctly with the leading ":" removed.

If anyone can explain the subtleties of this, I'd appreciate it.
