Bring an app's window to front

In OS X, you can bring a single window of a background app to the front,
without activating the entire application, either by clicking on an exposed
area of the window, or by click-and-hold on the app's icon in the Dock and
selecting the window's name in the contextual menu that comes up, or by
control-click on the app's icon in the Dock and selecting the window's name
in the contextual menu.
I can't find any way to script this, with UI scripting or any other way.
There seems no way to script 'key down' on a modifier key like control, or
'click with control'. Directing a click on the window does not bring it to
the front.
Does anyone know any way to do this? Shell scripts welcome.
