SE2beta lacks both these features. A contextual 'Find' menu item would easily enable the user to double-click on a handler name, then navigate straight to it. Useful for following script flow when debugging. Easier to implement than the 'handler menu'. Needs to be able to go forward _and_ backward in the script.
While they implement that, why wouldn't you use Smile? It's free and it offers features very close to those you are requesting.

And, if you don't ask them to implement features that are already offered by other software, they will have more time for those improvements that no one can do in their place.
