Good news: I take it that there is no application as open as Smile. :-)
What happens here is that FruitMenu, instead of installing its own handler, sends a command to the application.
Usually, applications just discard the events that they do not handle.
In Smile, the user may define their own command numbers (in the next release, their own command 4-characters codes), so by default Smile intercepts most commands, so as to send them to the relevant scripts.
You observe the same unwanted behavior when you attempt to rotate windows with the keyboard or to change the default printer in the "Print" panel under Smile. Those issues are fixed in the next release, but not the problem with FruitMenu, I'm afraid.
