(That's where AppleDecimalSeparator is but there is also NSBlah as I mentioned, maybe you didn't see because it's an invisible file).
Radar says it's a known bug.
We eventually fixed it by downgrading to 10.2.1.
That being said, I'm still much interested in setting the decimal separator by script.
