Rob,
Following your steps in 10.3, SE 2.0(v43), AS 1.9.2, the Script Editor
becomes visible when your script is clicked in the Dock with another
app frontmost. Script Editor remains in the background, however, with
the Dictionary for the frontmost app being opened. Clicking the script
icon in the Dock while a non-scriptable app is frontmost causes the
Script Editor icon in the Dock to bounce. Bringing Script Editor to the
front shows the error message generated by the script's trying to
access a dictionary that doesn't exist. I tried this with several Cocoa
and Carbon apps open and the behavior was consistent. Script Editor was
never brought to the front and so did not cover windows of the active
app.
