Well I just changed it from F5 to F1 in Panther through the System Preferences preference pane Keyboard & Mouse -> Keyboard Shortcuts

I hit the plus sign in the bottom left corner, chose Script Editor as the Application, made the menu command "Complete", and the Keyboard Shortcut F1. Once I restarted the Script Editor the key command for Complete had changed from F5 to F1. I'm loving this new feature in Panther, it's great to so easily be able to define your own actions for keystrokes.
