It turns out that it was a faulty install of Panther. Odd. Reinstall
fixed it right up.

Can anyone running OS X 10.3.1 on a G5 confirm or deny that Disk
Utility will not mount or create a disk image of any kind?
I get an error -536870208 when attempting to create or mount any
disk image, even Apple distributed ones.
Std. install on formatted disk.
