Apple has deliberately set things up so that you have to turn assistive
device support on manually, for security reasons. Software that uses the
Accessibility API -- such as QuicKeys, my PreFab UI Browser, and GUI
Scripting -- detect whether it is off on launch and open the Universal
Access preference pane for you so that you can easily turn it on. Once on,
it stays on across reboots until you manually turn it off. I leave it on all
the time.
