It's an absolute-position object specifier where the selector data is
an alias. (Technically, it's another object specifier that specifies
an alias by name, but I think AppleScript turns the inner specifier
into a real alias.) It's a little-known and little-used fact that the
selector data for an object specifier can be defined to use anything at
all.
Really, the above is no different than this:
choose folder
tell application "Finder" to reveal item (the result)
