Now, if you are asking how to do it with AS then:

tell application "Safari"
activate
make new document at the front of documents
set the URL of front document to "http://www.apple.com/";
end tell


And, all my trials at opening a document that did not contained at front or at end of documents did not succeed.
There are a set of scripts for Safari right here: http://www.apple.com/applescript/safari/

They should help you out.
