Can we use a code, like Â, or \xC2, or something that the server would
translate back to their high-bit form? Is there anyway I can post

Well you could certainly URL-encode your script if you so desire.
I just threw together a script for Eudora which will either
URL-Encode or URL-Decode the selected text (it asks which you want).
