Not sure I agree.
"Condoms encourage pregnancy
- in the same way that seat belts encourage automobile accidents."
Well, condoms are intended to prevent pregnancy (among other things),
but seat belts are not intended to prevent accidents. This is also
beside the point, since I think the original speaker was trying to
argue against the first premise, that condoms encourage promiscuity,
which you have removed from the comparison.

This one is better, since condoms are intended to reduce the dangers of
promiscuity and seat belts are intended to reduce the dangers of
driving. Condoms and seat belts are safety devices, promiscuity and
driving are behaviors. And they are related in similar ways. But while
promiscuity is assumed to implied to be an aberrant behavior, or at
least an extreme expression of a particular behavior (sexuality),
driving is generally considered normal. To make it balance better, I
suggest "reckless driving."
"Condoms encourage promiscuity
- in the same way that seat belts encourage reckless driving."
This balances much better. It might not carry the same rhetorical
impact as the original, though. In fact, it might now be used as an
argument against seat belts.
