Why not use a stay-open script with an idle handler to watch the folder?
One disadvantage that comes to mind with a stay-open script is that
if files/folders remain in the watched folder after script execution,
a tracking mechanism will be required in order to avoid repeated
processing. In my opinion, tracking changes is the chief advantage
offered by folder actions.
