Well the problem is, an outgoing message isn't actually a message, the outgoing message object is actually the compose window, not a message. In order to move messages, you first have to get them as real messages. As to the problem of creating one, I'm pretty sure it's difficult/impossible, but perhaps one can. Maybe you could make an outgoing message, then use UI scripting to close the window and click save, then retrieve it from the Drafts box.
