No, but the AFP/SMB/NFS daemon may well do, and that's the process that
actually manages the file handle.
All these network protocols support file locking. It isn't unreasonable for
them to set the busy flag on a file when the file lock is set. Hmm... hang
on, isn't that exactly what it's for?
