I do have an experimental osax for switching airport on and off, if you're interested I can send you a
copy of it (and to whoever else is interested). It is
currently running on mac OS X (10.3.6), I cannot be sure for any other OS, but 10.3.x should be fine.

Airport/Bluetooth menulets and putting connect/disconnect commands in the
script menu (so gui scripting is not an option).
