I have the following routines which encode accented characters into
their HTML entities. All works fine for example on an English system.
That's certainly not the reply you are expecting, but are you sure
that it would not be better for you to switch to UTF-8? You would
write your accented characters as they are, the only change is that
you have to declare "UTF-8" as the encoding.
Here in France we do have big problems of accented characters like
you have, and it has been a true delight when we were able to switch
to UTF-8. I shall provide more details if you think you need some.
Furthermore, switching to UTF-8 makes it natural to switch (later, if
you need so) to XML and/or XHTML.
