class usrf still working?

I'm trying to use the venerable list to record coercion trick and
getting nowhere on G3 and G4 machines running 10.3.7 . Anybody else run
into this?
to usrf(theList)
return record {«class usrf»:theList}
end usrf
usrf({"city", "Seattle", "first name", "Bob", "zip", 98125})
-- > Error: Can't get record {«class usrf»:{"city", "Seattle", "first

version as string
