As far as I know, you'll need to send the command(s) to a running app
on the remote machine. Try sending it to System Events or Finder.
Something like this might work.

Okay, so what about an OS X box that isn't logged in?

The finder isn't running, nor is system events.

I don't know because you are treading on ground that I haven't visited. Maybe loginwindow or loginwindowmanager? <shrug>
