Well if you set a picture for a folder there seems to be a path to that picture stored in the invisible .DS_Store file of the _enclosing_ folder.
i.e. with a folder structure:
~/Desktop/t/t2
If I set a background picture for folder t2, there's a path to that picture stored in the .DS_Store file in folder t.
You may need to quit the Finder for it to flush the change.
