Is there anyway in OS X to have a folder action on a folder that sits

Yes, though the details of how to set it up vary depending on what you
want -- your message was ambiguous.
Folder Actions in Mac OS X (as of Jaguar, that is; prior to that they
didn't exist) are strictly per-user -- that is, the tagged folders and
the actions for them are a user preference. This means there are two
possible scenarios:
1. You want a folder action just for yourself, but the folder happens
to be on a server: attach the folder action as you would for any other
folder. Done. (You don't even need write permission to do this.)
2. You're the admin, and you want an action to fire for *any* user who
drops something into folder x on the server: There are two ways to do
this. One, sitting at the server itself, log in and set up the folder
action there. Now the server is watching the folder, and will run the
action. Two, make all the clients install the same folder action.
(This is obviously a pain, but is also the only way to deal with
actions that have to interact with whoever dropped the file -- it has
to run on *their* computer, not the server.)
