Apple has a web page on the matter:

It tells you about the ics file format and includes some sample Perl and PHP code.

However, if you need to read a ics file through AppleScript why not just load it into iCal and script iCal to read the data? That seems to be the easiest way to get the job done using AppleScript.

It doesn't look like it would be difficult to parse, just time consuming to handle all the different fields correctly. And, I'm lazy!
