Thomas,
YVS Picture Translator will do all the things that you mention below. I
have to apologize for it's documentation though. After opening the
image and before exporting it you can set the size of the destination
rectangle to anything you like and YVS Picture Translator will stretch
the image to the dimensions that you require.
I'm afraid that I stopped development of YVS Picture Translator almost
2 years ago but it works fine on all versions of OSX except 10.0.
You can read more about it at the following rather pathetic website:

From what I know Image Events can't stretch an image or set the quality
setting when exporting a jpeg image.

Hi, I'm making a script to batch process images using the Image Events
application :
first is it possible to choose the quality when saving an image in
JPEG format ? I didn't find anything about this.
Then is it possible to resize an image without preserving the
proportions ? It seems like we can only choose a max width / heigth or
a factor to scale the image...
And also a strange thing, it seems like Image Events can't get the
dimensions (and other properties) of a JPEG image saved by PS, the
result is an empty list... Why ??
Thanks for your help
Thomas
