YVS Picture Translator will do all the things that you mention below. I have to apologize for it's documentation though. After opening the image and before exporting it you can set the size of the destination rectangle to anything you like and YVS Picture Translator will stretch the image to the dimensions that you require.

I'm afraid that I stopped development of YVS Picture Translator almost 2 years ago but it works fine on all versions of OSX except 10.0.

From what I know Image Events can't stretch an image or set the quality setting when exporting a jpeg image.
