if you don't specify the units photoshop uses your rulers units.
Specifying the units is easy:

resize image current document width pixels 500 height pixels 500 resolution 72

Photoshop seems to resize the image in inches instead of pixels. I don't
find the way to tell Photoshop that the measurement are in pixels.

If somebody have a script to do this:

Open an EPS (CMYK) 300 dpi images
Change mode to RGB
Resize image 500 X 500 with resolution 72 dpi ( I think it's the canvas who
should be resized)
Call a path and put a white background color
Save it in jpeg in a specific folder

It will be really appreciated. Thanks in advance.
