Just an additional piece for the puzzle.

I just came again on an info while searching for other things.
Life's wonderful.

It seems that a file is created in /var/log during the OS installation: CDIS.custom.
And it's soo obvious: just open Console.app and look in /var/log :-(

On subsequent boots, the startup process looks for that file, and, when found, executes it as a shell script.
If not found, a CDIS.custom is created with just "LANGUAGE=English".
