OK, now is there a way to save the setting permanently?

Whenever you double-click on a folder, its window has the same toolbar visibility of its parent. So, start by hiding or showing (as you prefer) the computer's window.

I've found that the toolbar visibility of a window is persistent if you open it any other way. For instance if you type command-shift-A to open the Applications window, it will have the toolbar status it had when it was last closed. If you choose "Show in Finder" for a Dock icon, the enclosing window of the icon will have the same status as when it was last closed.
